PC noise when under heavy load and sometimes when off.

Hello,
well 3 weeks ago i had a weird noise coming from my pc when just browsing (no heavy load) i heard like a buzzing (like a bee sound) i dont know if that's what they call coil whine.at the first place i couldnt tell where the noise is coming from and thought it was coming from a fan then i turned the pc off and i still can hear the noise so i think it's coming from the power supply which is a corsair RM650X gold.i dont always have the noise only sometimes even when the pc is under a heavy load or normal desktop usage it's just random but i can hear it more when gaming.
So please can someone tell me if that is dangerous or it's ok?and what to do please ?
i just bought the pc 3 months ago i didnt mess with anything except installing a graphic card they i day i got it i just cleaned the filters the bottom for the psu and front case.
my config :
gpu : gtx 1070 gaming x
psu : corsair RM650X gold
cpu : i7-7700
cpu cooler : COOLER MASTER HYPER 212 LED
mbo : msi gaming m3 h170
ram : 8gb ram ddr4
and phanteks p400s tempered glass with 2 fans one in the front and one in the back
any help will be appreciated

FYI: Spaces usually go after punctuation and the first word of each sentence is typically capitalized. Reading your paragraph makes my head hurt.

The RMx fan wouldn't spin at low loads. So if the fan isn't spinning, the noise isn't coming from the fan.

It could be coming from the EMI/RFI filtering capacitors at the AC inlet of the PSU. If so, I wouldn't worry about it. Those X and Y caps can make buzzing or humming noise. I would ask what region you're in and what your mains voltage is, if you know if your AC outlet is actually Earth grounded and if there's any device plugged into the same circuit as the PC like a CRT TV, a fan, an AC unit, etc.

The easiest way to see if this is what's causing the noise is to simply take your PC somewhere that's on a completely different mains circuit and see if the noise is still there.

Sorry I'm not used to write with my phone.
I dont know much about electricity but I found that it's 230v for my country ( I live in tunisia )
The AC outlet is earth grounded
I'm plugging my monitor - PC - router and laptop charger into the power strip

I'm sure that the sound is coming from the psu
