What kabylake/skylake cpu can i get that wont bottleneck a 1070 to much please recommend a cheap cpu as i am upgrading when i can do so

Do you already have a suitable motherboard?

I'd suggest that the cheapest GOOD Intel is the i5-7500, which can be had for around 180 including a basic cooler.
