Random FPS drops/Low FPS

For a while I had been experiencing some pretty frequent FPS drops in just about every game I played and I ended up finding out that I had a bad stick of RAM so I took it out and it worked much better but now I have moved to a new area out of state and I am starting to have the problem again but I noticed that my ping is also much higher than it use to be where I lived before so I suppose my main question is if I have an FPS counter up while I'm playing and the game lags will the FPS counter drop making it appear as though I have low FPS or are the 2 not connected at all? I personally believe that my PC should be able to handle at least a pretty steady 60 FPS in all games I play but I even have this problem if I set all graphic settings to the lowest settings. And I was also told that the issue shouldn't have anything to do with bottlenecking or anything like that.

MY SPECS:
GPU - gtx 1050 ti
CPU - intel core i5 2500 3.3 GHz quad core
RAM - 8 gigs (had 16 but as it says above one of them was bad so it was removed and hasn't been replaced yet)

I would really like to get rid of this problem once and for all. I waited many years to finally have a decent gaming computer and it is really making my gameplay almost unplayable and unenjoyable.

Your system will not handle 60fps in every game on max. So if that is what you're trying, you're going to be disappointed. It is a good system, but not super. On the lowest settings (at 1080p) it should be hitting 60fps easily.

Try lowering your settings slightly.
Make sure you having nothing running in the background.
Try performance tuning your OS.

I'm sorry I should have specified above that i believe it should handle at least 60 FPS on low settings in every game. Even when putting the settings to the lowest they will go I still have the same problem and its only when I'm in multiplayer. As soon as I go back to the main menu or anything else its perfectly fine its only when in a multiplayer game. Also its fine when playing solo or story mode. And I don't think I have anything up in the background while playing at least not that I know of.

I have had an Ethernet cable hooked up the whole time but my wireless adapter stopped working but I didn't think that it would affect anything since I have the Ethernet cable
 


If the WiFi is disabled, it won't impact anything.
Test your internet connection.
The only slow when online has me thinking that is the likely problem.

I'm getting 60+ megabits download speed

Could it possibly be from static because I had the computer close to carpet on wood but a few days ago I moved it up on top of the desk
 
That cpu won't hold 60 fps in all games. My 4670k overclocked to 4.3Ghz cannot hold 60fps in BF1 or PC2 and probably other cpu heavy games that I don't own. Dropping setting does very little to reduce cpu load. You cannot expect a 6 year old cpu that was mid range when new to give high end performance in the latest AAA games.
 


No. It is not from static. Static enough to drop FPS would cause all sorts of wild crashes and short circuits.

Yea I never assumed it would keep 60 at all times but I feel like my FPS should still be more steady because its constantly up and down and up and down. And its not just changing by a few frames its like 20 - 30 even 40 frame drops constantly. I plan to save up and upgrade my PC even more in the future but until that day comes id like to have smooth gameplay even if its only able to handle lowest settings because that's part of the issue is it still does it even on low settings. I was mentioning to @bjornl that its only in multiplayer, solo and story mode and everything else besides multiplayer is good.
