So many frustrating issues HELP

I'm working on a Dell Inspiron 3043 All-In-One with Windows 10 installed.

Long story short I think I might need help escalating privileges or another idea that I'm missing.

The issues I'm running into are extensive. Someone brought me this computer because they forgot the password to their account. There are two accounts on the machine both local accounts one with administrator rights that I don't have a password for, and the other with no administrator privileges that I do have a password for. I was going to boot from a windows 10 usb to open a command prompt and move the utilman.exe to utilman.bak and copy cmd.exe to utilman.exe, reboot windows, open utility manager to get the command prompt open with admin privileges so I could just change the passwords. When I tried I was unable to boot from usb. The BIOS seems to be stuck in uefi. Where the option is to change it to legacy it's greyed out and inaccessible. The BIOS is outdated and a new version is available that may fix the problem. So I tried to install the update from the account that I have access to but it won't let me do it without administrator privileges. I'm wondering if there's a way to escalate the privileges of the guest account or another way that I can update the bios without the privileges or the ability to boot from usb or cd. So I'm stuck, can anyone give me any insight?
