Will this run Stardew Valley?

Will it hook to a tv? I don't want ti spend more than $200 since it is ONLY to play Stardew Valley. (Co-op with my daughter with my PC and a laptop).

Stardew Valley System Requirements:

OS: Windows Vista or greater.
Processor: 2 Ghz.
Memory: 2 GB RAM.
Graphics: 256 mb video memory, shader model 3.0+
DirectX: Version 10.
Storage: 500 MB available space.

The issue is the OS but there is a work around, it takes some effort to make it work but is possible with crouton, just look at this post:

You can play Stardew Valley on a Chromebook with crouton!
