I just got my New graphics card and psu yesterday, a GTX 1060 3gb and a Super flower or something.
In Overwatch I'm getting 300 fps on low which is Awesome!
But when I went to test streaming with OBS on twitch, went I start the stream the frames in overwatch go from 280/300 to 50/80 and it has constant shattering/lags which makes it basicly unplayable.
I was wondering, perhaps the Graphics ran out of VRAM and that's why the massive drop and lag?
I did an internet speed test and it told me my upload speed is an average of 10mb , I think this is very good right?
So it's probably not the internet.
I first tried streaming at 1080p 60 fps with a bitrate of 3500 I believe.
There's some settings which I'm not really sure what they do, I copyed them all from a video I watched yesterday which seemed very good:

Oh also, my cpu is an i5 6500k I believe.

Solution
OBS -> occupy CPU and RAM resources -> less resources for gaming -> less FPS. I5 6500k is not that great for gaming while streaming. Coffee lake I5/I7 or Ryzen 1600/1700 will give you much better multi-tasking performance :)
