beast pc but csgo dropsframes!!

i have an asus maximus ix hero motherboard with 2 gtx 1080 (evga sc2). cpu is 7700k.
ram corsair vengeance led 32g 3000mhz. nothing is overclocked. (cpu is watercooled)
when i play csgo my frames keep dropping from 400 too 200 csgo says but i skips a lot of frames in the mean time. when i u corsair link to keep track of temperature it says that my ram only runs around 1200 mhz. i do not not what causes this. if i changes setting my fps stays the same. i think i should be a lot higher if i change my setting from high to low. is the mhz in my ram bottlenecking my otherparts.? when i play for a minute or to on a map it stops droppingframes. i do not understand this. this kind of a problem should such a pc not have.
 
Solution
Try removing one of the GPUs and run just with a single card and see if the issue persist.
The Ram showing as 1200MHz means it is running at 2400MHz. DDR stands for Double Data Rate meaning it can access the RAM two times every clock cycle, thus making the 1200MHz run effectively as 2400MHz so nothing wrong with that. Some programs will show as the real RAM speed, others will show the effective speed.
