Im doing a new build and the computer would not power up. I went through checking everything and I find that it powers up fine with the intel cpu sitting in the socket without the cage down, but if I power on with the cage down and retention bar hooked, it shuts off after a second. Ive double checked the CPU, nothing is out of place and it is aligned properly. Am i getting a short somewhere when pressure is put on the cpu or housing? Ive never had this problem before. Any thoughts would be appreciated.

Check all the pins on the cpu or motherboard, depending on which has the pins, pads or sockets on your model. Knowing WHAT you have would help, but that's where I'd start. Sounds like when loosely seated it's ok (Shouldn't EVER be running a system or powering it up like this anyhow, with no cooler installed) but when there is pressure something is being bent out of contact. Either the motherboard or CPU must be damaged.

Defects or damage are extremely hard to see sometimes so you may need to use a magnifying device for a close inspection of both the CPU and motherboard.
