PC wont BOOT after OC!

So whenever I turn on my PC, it turns off, then reboots and works, kind of confusing.
Whenever I overclock, the computer will do the same thing, but bring a message saying that the BIOS had been reset in order to turn on the PC. I know that my OC isn't too much because I had the same OC before, and I had lowered it now to see if it was the problem, and no it wasn't. This is very confusing and I have no idea how to fix it. My RAM died about 5 months ago, and my PC is only about 2 years old aside from my GPU, but other than that my PC has been working perfect. PLEASE HELP!!! I watched PaulsHardware's video on OVERCLOCKING where he has LITERALLY the same build as me, and nothin...

Ah looks like you have a mother board that has core boosting enabled by default. Basically what this does is allows all 4 cores to run at the maximum single core boost clock all the time. The 6600k has a max single core boost clock of 3.9Ghz so your motherboard is allowing the cpu to run all 4 cores at that maximum boost rate. Look up a video on you tube by jay's two cents that talks about this on his i7 8700k review.
You may be able to squeeze a bit more Mhz out of the chip if you want to play around with it just take it slow if you do. Good Luck

Clear your BIOS by either using a button/pins on your mother board or pulling the battery while the machine is unplugged. Once the BIOS is reset boot the machine and see what happens. If you still have issues after that take out all RAM and the video card. Put in only one stick of ram and boot the machine. If it runs fine put in another stick and try that. If it still works correctly keep going until you have all your ram back in then do the same with your video card. If it fails at any point there may be a problem with that specific part.

I did that, aswell as clear the cmos and bios on my motherboard. I also changed around the cable positions on my psu. It still didn't work so I resulted to Software overclocking and thats where I found the problem. My CPU is already overclocked???? The 6600k comes at 3.5ghz and mine is at 3.9ghz... Im not complaining but its really weird how my CPU is overclocked by default...
