Cpu core voltage fluctuation

Hello guys! I have seen through the hwmonitor that my cpu vcore will be as low as 0,816 V when I idle and go as high as 1,35 V when I play a game . Are these normal values especially the 0,816 V? is it normal for the cpu vcore to fluctuate that much ? I see it goes in different Voltage all the time but always between this range

I witnessed something strange today soso...Yesterday my core clock speeds would go down to 1400 mhz but today they won't fall down 3500 mhz. I have enabled high perfomance power plan in windows but then why yesterday in was going down to 1400 mhz and today it won't go below 3500 mhz? Is that normal?
 
Because selecting high performance power plan will stop the CPU from saving power. It's normal to see the CPU to downclock and the Vcore to go low when computer is idle.
Just look up CPU C state

Thank you so much soso! Finally, could you please tell me the max safe temperature for my FX 6300... In HWMonitor I see two temps: Cpu temp which I know it is the socket and Package temp which I know it is the Core... In the AMD site I saw that for the FX 6300 the say ''Max temp: 70,5C'' but I can't which of the two they mean. Socket or core?
