i5-7600k running at 90°C

My cpu is running very hot on games and stres tests. Hitting 90 degrees and even saw 100 spike in intels extereme utiliy. Reappiled the thermal paste and remounted the cooler. Nothing changed.

mb: msi z270 pc mate.
cooler: hyper 212 evo
running @4.5 oc on standart voltage.(saw 1.28 on intel extereme utiliy)
Room temps are not high, I'd say around 25.

Edit: When i use it on 4.2 ghz it makes a 10° difference. I see 80°C instead of 90°C.
 
Solution
Sure you got a proper amount of thermal compound and mounting? A quick search shows that the 212 EVO may be borderline for 7600k cooling, even stock.
Try defaults like mentioned above. My i5 7600k is in a small Ncase M1 chassis with a Noctua NH-U9S. Full stress at 4.6Ghz OC is around 80C in RealBench, ect. Gaming is lower temps I'm sure. Max voltage I've seen is about 1.35v in HWMonitor. Room temps are about the same.

When i revert the oc by resetting bios temps were normal again around 60 @4.0 ghz. I did notice the voltage was 1.14. I again tried 4.5 ghz and it was hot and the voltage was 1.28. I manually changed voltage to 1.2 and temps were high 70s 80 max. I guess auto voltage is the issue here, I will fiddle aorund with voltage a bit more to get the lowest voltage i can run. Thank you.
