at that resolution it is a beast, you will need to tweak settings to get...

the answer is no, because of your cpu and lack of ram

the gpu could easily handle it

cpu limited ~20 - ~40 fps

at that resolution it is a beast, you will need to tweak settings to get playable fps due to your cpu however

i strongly suggest upgrading to 8gb of ram

I don't think your motherboard supports Overclocking. Although you might be able to do something with the 'SetFSB' application.

With a Q9650 @ 3.0GHz (basically the same as a Q9550 but with a slightly higher stock speed) I would get between 35 to 60 fps with Witcher 3. GTA V was around 30 to 45 fps with shadows turned down. Both were playable. Just adjust your graphics settings to take the load off the CPU where you can.

With a 1050Ti + Q9550 you'll normally be CPU bound at 1366x768. The 1050Ti is a good card for up to 1080p on 'High' settings, if you want to target ~ 60fps (in most games).

Does your PSU have 6pin pci-e cables?

If so, why not just save some money and get a more suitable graphics card from the used market? Something like a GTX 660 / 660 ti / 760 would be just as good for your system, and still be a huge upgrade over the gt 720, and would be a lot cheaper. Plus, they all still have analogue output so you wouldnt need an active adapter.

I have Q9550 paired with GTX 1050ti G1 Gaming which by the way do require external power. And of course with 8GB of DDR2 800mhz. With these settings, I can play the Witcher 3 on ultra setting at 1080p. Average around 36fps - 40fps which is very playable. It is pointless to overclock your CPU for the Witcher game since it is GPU intensive, and not even 1 fps will be increased by overclocking. I have tested it overclocking it to 4.1Ghz. For other CPU intensive games like GTA, overclocking your CPU really pays off. My point is GTX 1050 ti with Q9550 is rock solid.
