well, if there's no specific need for Win10 over Win 8.1 (as 8.1 is still supported and full functioning) then you could just change the language and key board settings? I'm sure from the upgrading point of view it's just a case of buying the licence, and installing the Norwegian version from a language menu.

so are you asking if you can get a free upgrade? from one to the other? I don't think so. The free upgrade period finished a good while back. Think you need to get a licence, but you might get it cheaper as an upgrade option, but not free.
