My pc specs
I7 7700
Gtx1050ti 4gb
Gigabyte h110m Motherboard
(4gb ram)
(450 watt psu)
I am upgrading ram and psu soon

But what should I upgrade after that
To i7 7700k or Gtx1080ti (I can only get 1)
And i mean which is worth gtx1080ti or i7 7700k
If I play at 1440p Ultra maxed graphics games
I mean how much more fps can i get from upgrading to 1080ti or 7700k?

Solution
After your RAM (preferably a 16GB kit), and PSU (preferably at least 600w), get the 1080 Ti (which requires 600w).

After that, consider a Z370 MB (already as low as $110) and 8600k when it's stock and price get better (MSRP $259). This is something you could easily wait a year or more to do.

The majority of the FPS gain will come from the 1080 Ti, which is about 135% more powerful than a 1050 Ti. Bumping up the RAM capacity will also help the CPU send rendering data to the GPU without bogging down. No one games on 4GB RAM anymore, most all games require more now.

Of all the 3, the CPU is definitely the least of your worries, and by comparison, not a problem at all.
