I just built a new rig and dropped quite a bit of money on it but all my games are locked at 60fps assassins creed syndicate specifically is hovering between 45 to 55fps on max, now i know i should be getting alot higher fps on my games and the stress test I've run put my fps from 150-300 on average 150fps on the fur stress, I sent back my original card thinking it was faulty but the new one is doing the same thing. I've tried everything including lowering the settings and tweaking the nvidia settings. can anyone possibly know what I might've done wrong this is my first build but i had someone put the rig together for me but i set it up myself I'm overclocking my cpu and gpu via the msi gaming app gpu is at 1683 mhz and the cpu is at 4500mhz both steady and locked there dont rule out obvious stuff like it said its my first time setting up software on a custom build like this one

MSI 1080 8gb gaming x card
16gb ddr4 3200 corsair ram
850w power source
MSI Z270 motherboard
i7 7700k
windows 10 64bit
1080p 60hz tv as my monitor

turning on vsync locks your fps to the monitor refresh rate

vsync in nivdia control panel is turned off, i'm currently thinking that my monitor is the issue but still dont think it explains getting less than 60fps on syndicate

Im having the exact same problem. PUBG is hovering between 45 and 55 fps no matter if vsync is on/off. settings on ultra or minimum. I have a ryzen r7 1700 @3.4GHz though, not quite a 7700k, but still dont know whats up

It's your monitor. It's 60hz, which means that your monitor can't go beyond 60 fps. Therefore, you would have to get a better monitor. I personally recommend this one.

The problem with Assassin's Creed Syndicate is with the game. It's just demanding. Look at this review: https://www.tomshardware.com/news/assassins-creed-syndicate-pc-benchmarks,30635.html

They get similar FPS with a high end i7 and 980ti. While a GTX 1080 is a little faster than a 980ti, it's not that much faster.

Getting a high end system does not mean every game is going to have high FPS. Some games are CPU bound (lowering settings has little effect), some are just super high demanding (lower settings helps these), and some have issues due to multiplayer limitations.

Test out single player benchmarks to make sure your system is working properly, but it would seem the issues with AC is with the game.
