Need immediate help, PC turns on and off loop

Title says it all, but some important clarifications:
-I did some tests, removed the hard drive, video card, ram, with only the motherboard and cpu is installed. After that i turned on my pc but its still stuck in the on and off loop
-Which part is broken, the cpu, motherboard, or powersupply?
-Can it be a short circuit? If yes then how do i check for short circuits?


Edit: for some reason it sometimes turns on, but when i shut it down thats when it wont turn on.

if you can get into the bios and it stays there and the cpu temps and voltages are fine with one ram stick and no hard drive. may be a bad hard drive or part shorting the pc out. if you see the mb logo and a post screen then it keeps rebooting back to that screen...can be power or mb. if you cant test becuase you dont have any spare parts find a good local pc shop. it might cost you a little for labor but they should be able to find the bad part. and as the pc is somewhat new if you have the sales paper work for the parts they may be still under the vendors warranty.
how old are the parts..if there a few years old could be bad cmos battery or bad cap. with testing parts use green wire power supply trick and check the outputs with a volt meter. make sure there within atx spec. if you dont have volt meter try a test power supply. if the mb posts...shows the bios then reboots again and again..can be a sign that ram stick is lose or went bad and went let the mb set the ram/cpu speed. try one ram stick.

I should try what you said.
-my cpu is only 2 ish years old including the parts. While the gpu is onky a year old

Also, when my pc opens, i noticed it goes to the bios menu or some sort, idk what do you call it.
Do you have any idea why?

The problem was one ram stick was broken, it wont work. Every time i put it back the pc wont open, once i remove it my pc opens.
