Even 212 evo will cool your CPU just enough on stock speeds, its all about overclocking headroom that you may want to achieve. 240mm or most AIO coolers will be worse in performance than big air cooler. Here is the video that explains why https://www.youtube.com/watch?v=hr0qLLv3dKc

Beside that AIR cooler will be (much) more quiet with lower noise output. For example R1 2fans vs Freezer 240 4fans+pump.
Air coolers have much longer lifespan and will never fail*
Only disadvantage in air coolers as FD2Raptor mentioned size that will make not compatible with your system and often it doesnt look as good as Fancy AIO RGB coolers.

Cooling-performance-to-noise:
Freezer deliver 48 degrees Celsius over ambient at 50% fan and produces 24.8 dbA
R1 deliver 48 degrees Celsius over ambient at 100% fan and produces 34.8 dbA
