New processor or new graphics card?

I currently have an i5 7400 3.0 gHz processor and a gtx 1060 3gb graphics card. Should I first get a new graphics card such as the 1070 or should I get an i7 7700k 4.2 gHz?

The 7700K makes a lot more sense. I don't recommend people upgrade just a single level. I have a GTX 970. There is a 0% chance I would upgrade to the 980 or even the 1060. The performance boost wouldn't be big enough. While it's the game's needs that will decide this the i7 imo will offer the best value upgrade. You have a 1060... MSI AB is a good program for monitoring resources.
