Malicious attack(s) or just overloaded internet?

Hello, I was hoping you could give some advice.

I live in a college dorm and the internet goes from good to very bad(as you would expect).
Thing is I'm having difficulty discerning what is just an overloaded internet and what isn't.
I'm not that good on networking but I do know a bit about computers in general.

I'm worried that someone at the dormitory(or from the outside) might be 'attacking' my connection, so I'm wondering what the best way to check if that's a possibility or even know for certain so I could talk to our IT specialist at the college.

Some 'weird' things that I've noticed.

1. If I do netstat -a it shows over a hundred "www:1xxx" connections usually starting at around 1500 and ending around 1800

2. I noticed this primarily when gaming - I had two types of 'lag' one where everything feels sluggish and one where my connection just repeatedly disconnects after reconnecting.

3. Those www:1xxx connections only happen on my desktop, but not on my laptop. Potential malware/virus on my desktop?

I'm just naming things that I think could be the case but I'm really clueless at this point

I'll try my best to provide additional details.

So say it's fine, what are those www:1xxx connections and why do they only appear on my desktop?
