Why am i getting STUTTER!

Hey, I have two Pc's

PC ONE:
I5 4670K
GTX 950
16GB RAM

PC TWO:
I5-4670k
GTX 1060 6GB
8gb Ram

PC TWO is clearly better but i think somethings wrong with pc TWO!

For Example :
Battlefield 1: PC ONE: 55FPS (NO Stutter)
PC TWO: 60FPS (STUTTER AND FRAME DROPS)

Can someone think of why its laggier/ less smooth on my PC TWO which should be getting 90 FPS SMOOTHLY!?!

P.S Settings are the same.

A 4670k cannot hold 60fps in BF1 or mine cant even OC'd to 4.3Ghz. It drops into the the 50's. 8Gb of RAM won't help either, BF1 is one of the few games that benefits from 16Gb.

Ok THX so much! wat cpu should i get for 1150 socket? also do ram speeds matter i have 1600mhz?

The best option is the i7 4790k but only cpu heavy games like BF1 will benefit. With DDR3 and gaming the benchmarks I have seen RAM speed makes less than 5fps difference. DDR4 with Ryzen makes a bigger difference.

+ Do you think the i7 4770k is good enough for BF1 cuz its like $70 cheaper then i7 4790k?
