is a €700-€750 pc build that beats the xbox one x in terms of performance possible?

looking for a 4k high settings 30fps min experience that emulates if not beats that of the new xbox console.

It will be difficult because the Scorpio's GPU is in between RX 580 and Vega 56. I would say RX 580 8GB to meet the cost, but it will probably lag behind the Scorpio just a bit unless somehow the Scorpio is CPU limited in certain 4K games.

I'm not sure if you can do it. Microsoft already said they won't make a profit on selling Xbox Scorpio consoles.

This is $700 and it's still missing a PSU and case.
