Stuttering and freezing with i5 7400, Gtx 1060 3G?

After upgrading my PC, I realized that it does not perform like it should.
I watched this video ( https://youtu.be/fnXxguZ8EDc ) and saw that his cpu usage in BF1 stays about 95% most of the time. I get 100% no matter the map + stuttering and sometimes freezing for some seconds. I have installed programms like Park Control to help the situation, but it didnt help as much. Configured some settings in OS, but not bi as a difference. Would be great if somebody helped me with this.

My specs:
Windows 10
EVGA Gtx 1060 3Gb
I5 7400
8Gb DDR4 2400Mhz

Ok. Some thoughts on what might make a difference.

A) Most reviewers don't run extra programs in the background especially those that most people would run that are known to cause random performance deviations that are not reproducible.

B) The linked video is using the 6GB version of the GTX 1060. So the reviewer has more memory to work with not to mention the 6GB version also has a more shaders and a higher clock speed with which will make a small difference. Honestly Nvidia should have called the 1060 6gb the 1060 Ti due to these differences as I don't like telling people that your 1060 3GB is slower than the 6GB version regardless of whether a game is using between 1 and 3GB of memory....

C) Any monitoring application can also...

Yeah this is strange but people have tested this with ingame benchmarks and have found noticeable drops in FPS some cases. Honestly anything that makes the computer do more work is going to slow the system down. Especially if you are gaming at 95%+ CPU usage.

about 5 months ago it has no problem any all with stutter i think in windows 1803.now it has a lot of stutter so i downgrade to windows 1607 and it has minimal stutter but still stutter in games like dota2,pubg,rainbow six siege. can u help me I5 7400 And GTX1050TI
