Upgrading Optiplex 755

I'm looking to update the GPU in my Optiplex 755. Money is an issue, so I figured I'd come find out what more knowledgeable people had to say on the subject.

First the PC stats.

It's a Dell Optiplex 755 slim desktop tower.
Power Supply is 275w.
Inside there is an empty PSI-e x16 slot, 16,1 25w listed on near it.
Currently on integrated graphics, Intel GMA 3100, Q31/35 chipset.
RAM is 3gb.

My budget is basically under 50 bucks. Under 100 at a stretch.

I'm NOT looking to play 2016/2017 games on this tower. Just an upgrade for current system specs, to beef up some of the games I do play. Which are older.

I can play the following games on it now, on lower settings.

The Sims 3 Into the Future (minor graphical glitch in Oasis Landing, Animals are heavily distorted and mangled)
Neverwinter Nights 2
Neverwinter Nights
Sins of a Solar Empire Rebellion
Galactic Civilizations 3
SimCity Societies
Spellforce 1 and 2
Oblivion with expansions (currently only works on Very Low, which is heinous looking)

Note: I'd also like to be able to play Simcity, if possible. (The 2013 release, and possibly the newest game I have.)

Those are most of them. Mainly I'd like a better GPU that can allow the pets to look normal. My niece has a PC not much newer than mine. It has an Intel Q45/43 express chipset in it, and the Pets look fine.

So any advice would be GREATLY appreciated. I know there are some decent GPUs out there for under 50 bucks. Maybe not for current gaming standards, but they should be better than the IG that is running on my tower now.

Monitor is vga. Can hook to HDMI in a pinch with a small TV.

It is SFF so I need a low profile.
