Brand new PC lag issue

I had a issue of lagging for my new PC , the audio have some laggy sound when playing media. The mouse point jumped and the CPU usage will jump to about 40% when loading some OS task like task manager and windows settings

Icouldn't figure about what happening.

hardware list
Intel core i7 7700
Asus ROG strix B250G gaming
Adata XPG 16Gb 2400
Asus ROG strix GTX 1070 O8G gaming
WD 1TB blue HDD
Adata SX930 128GB SSD
Corsair H80i v2
Corsair spec 04 case
windows 10 64bit home

First thing first... Drivers, drivers, drivers. Go to ASUS's web site and download all updates (drivers / chipset / firmware) for your motherboard and make sure everything is up-to-date. Then do the same for your ASUS GTX 1070. If would also be a good idea to see if your ADATA SSD has a firmware update available, and also be sure to check that Windows 10 has the latest patches installed. Let us know where you stand after updating / confirming all is updated.

Why would you not want to instal your operating system on ssd ? Its mutch smoother then on hdd.
