So i got new system with msi b350 pro vdh , ryzen 1600 , gskill ram 2400mhz.. and 1060 6gbasus dual oc. I built pc myswlf and all went well but when i tried to boot it it didnt work, i tried every option mentioned before on forums with changing ram to only 1 slot etc... and then i inserted dome shitty gpu in system and it worked.. confusing thing is that as i power up pc 1060 fans do spin so it makes me think gpu is not a problem. Everything was well assembled and i have corsair 650w 80+gold... is it possible that its not working due to outdated bios or bad drivers , ty any help is preciated :)

If dvi-d to vga, then you need an active converter. Same for HDMI to VGA.

As alexiou asked - what cable? Newer (10 series) cards dont support analog signals, so VGA or DVI-VGA basic adapters won't work). If you're using HDMI, DVI-D (DL) or DP, you shouldn't see any issues.

What lower quality GPU did you use that "worked"?

The fans/lights on a GPU use minimal power, so just because it's lighting up/spinning, doesn't really confirm anything.

Have you followed everything here: http://www.tomshardware.com/faq/id-1893016/post-system-boot-video-output-troubleshooting-checklist.html
Including clearing the CMOS?

Based on what you've said, I'd look to check the 1060 in another system or with an alternative PSU in yours.

If https://www.newegg.com/Product/Product.aspx?Item=N82E16814126122,
then DVI-D available, and not DVI-I.
Therefore, if only VGA available on monitor, you can't use an adapter like https://www.newegg.com/Product/Product.aspx?Item=N82E16812119041&cm_re=dvi_to_vga-_-12-119-041-_-Product
You need an active one, like https://www.amazon.com/gofanco-Active-DVI-D-Adapter-Converter/dp/B01FL7H7HA/ref=sr_1_1_sspa?ie=UTF8&qid=1508777660&sr=8-1-spons&keywords=active+dvi-d+to+vga&psc=1
Or, if DVI-D,HDMI, or DisplayPort available on monitor, a simple cable.
