CPU BOTTLENECK!!??? is my gpu bottlenecking my cpu

I have tried all solutions to make my pc run smoothly on any games, but it just seems to run badly no matter what i try, so i did some research and, have come to the conclusion i'm bottlenecking??
Pls help me out if you can.

My PC specs:
CPU: FX-8350 @4 ghz
Mobo: ASRock 980DE3/U3S3
GPU: GIGABYTE GTX 750TI 2GB - model: gv-n75toc-2gl
Ram: DDR 3 , UNBRANDED RAM , 4GB, @2145hrz(x2)
PSU: some cheap 300w ebay one
HDD: ST9250315AS(old xbox 360 slim drive.)
2nd HDD:Hitachi HDS721010CLA332

Get something like HWMoniter and see if your GPU utilaization ior CPU utilization reaches 99% while your playing your games, a bottleneck is based on the games not necessarily your components, some games are CPU based, others are GPU based, if either is running at 99-100% utilization then its a bottleneck, if its not at 99% or 100% then its probably not a bottlneck

The you would probably want to upgrade your gpu, and 4 gb is low for gaming so you should probably go to 8, like the comment above, a gtx 1050 or 1050ti would be a good choice, you can get better if you want but you will run into your cpu running at 99% if you did, your gpu at 99% means that the gpu is running at its max preformance, which is what you want, but if its running at max preformance and your still getting bad frame rates then you should upgrade, but I would try to upgrade your ram first,because 4 gb will fill up really quickly
