PC isnt performing greatly

Specs are
GPU :Rx 570 (4gb asus rog OC)
RAM: 4x2 ddr3 Kingston
CPU: Fx 8370 4.25GHZ OC
MOBO: Ma95 asus

So i know that the 8370 isnt amazing or anything , and i have the wraith cooler, but i cant keep solid fps on any game. Like CSGO everything is on low and it will go any where from 200,fps down to 1 and its constantly choppy. Arma 3 (which yes i know is more cpu intensive) runs at 20-30 with frame drop consistently. I can run PUBG at 60 fps on medium, with a couple of fps drops but not as bad as most of my games. Am i doing something wrong? Or what?

We will need your budget. Don't wanna waste time suggesting builds that you cannot afford or suggesting builds that are too cheap and low performing for your expectations if you can afford a better system.
