Ram not running at full speed

I have a amd fx-8350 and 16gb ddr3 ram and the ram speeds are supposed to be 2133mhz but when I boot into windows in my task manager it only says 670 and in my bios it says it's running at 1300 when I enable xamp when I boot into windows I get a blue screen with a error
 
Solution
