Video Scheduler Internal Error - BSODs on fresh build

Hey all, Sadly, I've got a fresh new build with issues.
R7 1700x
32Gb 3200 Trident Z
1tb 970 m.2
corsair sf600
Evga 1080Ti SC2 hybrid
Deepcool Captain cooler
Biostar x370GTN

Fresh installed windows (twice)
Updated windows
updated bios to latest
Have not overclocked or boosted anything
Ram at 2400 (a shame but I couldn't get it any higher)
Unplugged and replugged everything
Reseated the cpu and placed new paste.
Checked all cables for kinks or possible damage
Upgraded all drivers to latest drivers.
Tried going back for GPU drivers by up to three versions old.
Tried updating to the latest chipset drivers from AMD's site
Even used Driver Easy to update any drivers that were out of date.

Nothing works...

I keep getting the dreaded Video scheduler internal error.

BlueScreenview showed me

dxgmms2.sys and watchdog.sys as highlighted

The last BSOD came after I tried uninstalling GPU driver with DDU and the dmp has

Ntoskrnl.exe and nvlddmkm.sys as the reason.

I've tried my best to trouble shoot and I'm stuck now.

Oh I ran Furmark and Prime95 for a couple of hours and nothing crashed... loaded up overwatch, crashed after 3 minutes of gameplay. (Not BSOD but crash)

I am having essentially the same problem... brand new build with solid top tier components. Newest BIOS, drivers, fresh Win10 installed 3 times now, cleaned master boot record, ran chkdsk and scandisk, etc etc- probably have tried 10 fixes repeated over and over on forums and help sites.

Still BSOD repeats.
