GPU detected but not running games as well as before

My computer is old as hell. HD 6850 and a Phenom II X4 965 BE.It was running fine, but it was getting a bit loud so I decided to clean out everything because I thought it would run better. After I reinstalled everything, I noticed my GPU doesn't work anymore.

It gets detected in dxdiag, and the AMD Catalyst software automatically detected it and found the appropriate drivers for it. However, now games like CS:GO and Rocket League run terribly, constantly dip in framerates and stutter like crazy, making them unplayable.

I've tried switching the PCI-e ports the card is plugged in to, switching the actual PCI-e connectors from the power supply as well as changing which port the cables are plugged in to, and none of them work as before. I tried getting into BIOS in Windows 10 (1703) but I couldn't figure out how to do it.

Does anyone have an idea why this happened? Only thing I can think of is I messed up the card as I was reinstalling it, but it's not fried because the fans spin and it gets detected.
