R9 290x performance problems

My build: -CPU: Amd Athlon ii x4 750k OC @ 4.3 Ghz
-GPU: Sapphire Amd R9 290x 4GB (refference cooler style)
-Mobo: Gigabyte GA-F2A55M-DS2
-Ram: 12 GB
-HDD: 1 TB
-PSU: 800W KeepOut FX800
-Windows 7 Ultimate x64 (fresh install 2 days ago)

My cpu OC is 100% stable, temps at aprox 55-60 C while under100% load.

I get about 1250 score in Heaven on Windows 10 Pro x64 (I had Windows 10 Pro x64 when i installed the card for the first time)

And about 1130 score in Heaven 4.0 on Windows 7 Ultimate x64

I tried running with changing the drivers. All versions, from 13. All the way to 17.7.7 and 17.10 (Beta)


In Heaven my GPU load is at constant 100%, no throttle and temps are max 90 C

In any game i have frame rate spikes from 60 to 30 to 20 to 40, nothing changes if I change from Low to Ultra nor does anything happens if I change the resolution.
Games tested: GTA V, Rainbow Six Siege (constant jumps form 20 to 35, nothing above 40 fps), Insurgency and Day of Infamy, CS:GO same story, max 40 fps and unstable

Every thing was working great with my Gigabyte RX460 4GB but unfortunately it had bios problems and sent it back to the shop

!PLS HELP!

if you change settings and you get the same fps at low or ultra = cpu bottleneck

your cpu is not strong enough, you have a nice gpu with a weak cpu

I know that but when i had my RX460 in my rig I was able to play every one of this game at medium and high settings on a stable 50-60 fps same cpu clocks only the psu was a 500W
