Intel I5-2400 enough to run csgo at 120 fps + ?

Hi guys,
I just bought a used m90 lenovo tower for 120$ cad and I want that pc to run CS:GO at ATLEAST 120 fps+ .Currently ,the pc doesnt have any gpu beside the one integrated in the motherboad(intel(R) hd graphics 2000). I tried to run CS:GO and got about 35-50 fps (lowest settings and resolution) . My question is, with 150-200$ cad, will I be able to buy a new GPU and PSU that will give 120 fps+ without upgrading my CPU ?

P.S : I was planning on buying a new PSU and a gtx 750i but im unsure if thats enough to reach 120 fps+.

Windows 10 64 bit
Intel Core i5-2400 3,1 GHZ
4Gb ram
2TB HDD
280 watt PSU
No GPU(only integrated one : intel(R) hd graphics 2000

since you need to have you hand held, let me spend my morning walking through this thought process;

Intel Core 2 Duo E6600 vs Intel Core i5-2400 , seems the benchmark of this cpu you have is almost 4x faster than required.

so cpu power is fine.

your weakness is probably going to be your internal graphics, your HD 2000 rates 69% weaker than a GeForce 8600 GT,
Upgrade you video card.

Pretty sure these are minimal requirements that would run cs at 15-30 fps max. Im aiming for atleast 120 fps +.
