You are doing things in a pretty backwards manner. What do you want to accomplish at the end? Why are you bothering with different partitions in the first place?

If you want multiple partitions, boot off the Windows 7 setup disk, delete all existing partitions, go to advanced disk options and create one of a size you want to be your main Windows and application setup disk, install Windows. Once that is done, go into Disk Manager and create a partition(s) in the remaining free space.
