You say you've looked at every other post, but none have worked - we don't know what you've looked at or what you've tried. People could list off a bunch of things you've already done. You'll have to let us know exactly what you've done and what testing steps you've tried so we can further assist you.

Does the system power up? Are there any kind of beep codes from the speaker?

I've gone through the .pdf manual for the MB you picked, but I don't see any mentions of beep codes or troubleshooting.

I would suggest you do this:

Take the MB, CPU, heatsink, RAM and GPU - You should have the CPU installed with the heatsink already.
Set the MB on a cardboard box. Install the RAM and GPU.
Connect the 24pin power cable to the MB and also connect the 4pin power cable for the CPU on the MB. Make sure the fan for the heatsink is plugged in to the CPU_FAN1 connector on the MB.
Connect all 6/8pin power cable that the GPU needs.
When all that is done, double check everything is plugged in and seated correctly.

Next, connect your monitor to the GPU.

Now, you need to power on the computer and since I don't see a power button on the motherboard, you'll have to use a screwdriver. If you're unfamiliar doing this, you can google "how to start a computer with a screwdriver" - it's easy to do.

If everything is working and you power on the computer, you should complete POST on the monitor screen and even perhaps the splash screen for the motherboard. If this all works, you just need to make sure you have all the standoffs in the correct spots in the computer case (every screw hole on the MB that lines up with a place for a standoff in the case, needs a stand off and screw) and install things in the computer tower. Once you have the basics installed in the computer tower (just like you did in the above steps) and you have all the proper headers plugged into the motherboard from the case, you should be able to push the power button on the tower and the system should POST.

If you made it this far and everything is working, then the next step is to make sure the system is powered off, connect your HDD/SSD and work from there to get the OS installed. Hopefully all is well and you can get it working.

Did you want me to put my CPU on there when it is on the cardboard box or no because i don't have a GPU right now it is coming in the mail i am trying to use the integrated graphics on the motherboard

Didn't work.... everything was running but the video still said no signal i brought it to geek squad (hoping for a free diagnostic but no such luck) and they said quickly they would try and change some settings to get it to work but they wanted to charge me $188 for something they couldn't be sure would work so i said no anyways have any idea what they were talking about?

If everything works but you're not getting a signal....

I'd start with clearing the BIOS. You can remove the battery on the MB, let it sit for a bit and put it back in.
I would also try testing a different DVI cable or even a different monitor/TV you can try hooking up to the MB.

I'm not sure what settings Geek Squad would change if they can't actually get a video signal.

If you still need help, it may have much better results trying to find a local computer person and avoid Geek Squad. If there is a mom/pop computer shop near your or maybe even a MicroCenter store (the one near me the folks that work there are knowledgeable about PCs and they can diagnose/fix computers better over what any Geek Squad can offer) or perhaps Fry's Electronics.

That's right, I forgot about that. I haven't used AMD for some time. The poster's MB does have an onboard DVI port, but that would only function if he installed one of the APU processors that the board supports.

Since the OP is using a Ryzen, Ryzen doesn't have integrated GPU. One of the APU chips that the board supports would allow use of the onboard DVI port.
