Is this a good deal?

Hi, I'm building budget build for CS:GO and older and not-demanding games. From my little research I know that the best deal is to buy used office prebuild and then add some upgrades. I found the one build (Dell Optiplex 390/ i5 2400 3.1GHz/ 8GB DDR3 RAM/ 500GB/ WIN 10) that suites my expectations for CPU and RAM for approx. 115$. Is it a good deal for this PC?

Also my other questions are:
1. Will this motherboard (http://www.dell.com/en-us/shop/accessories/apd/m5dcd?c=us&l=en&s=dhs&cs=19&sku=M5DCD) will be "good enough" for GTX 1030? (Thats the card I'm going with). And what about the power supply - do I need to exchange that? The one built-in seems crappy :)
2. The Dell Optiplex 390 that I'm buying is in very slim case (http://i.dell.com/das/xa.ashx/global-site-design%20web/87cfe5b0-3304-1784-dea7-95adc2cd9fba/1/originalpng?id=dell/product_images/dell_client_products/desktops/optiplex_desktops/optiplex_390/overview/desktop-optiplex-390-designtab-1c.jpg). Will it fit GTX 1030?

Bumping is not allowed.

That Dell is a poor gaming rig, but should support a low-profile GT 1030 (with low-profile bracket). The Dell PSU should also suffice.
