Ryzen 5 1600 running at 4.5GHz, and displaying 8 cores 16 threads

Okay, so I just got my new PC today, and decided to try overclocking my new Ryzen 5 1600, expecting it to get to 3.8GHz, maybe 4.0GHz from what I've seen.

But after putting the offset to +0.2000V and upping my clock speed, I managed to have it run at 4.5GHz stable, and idle temps haven't gone up more than 3 degrees celsius (24C - 27C, I'm running an AIO Liquid Cooler). Is this normal for the 1600 or have I lucked out?

Also, as seen as in the picture above, Task Manager, as well as HWMonitor and MSi Afterburner are all displaying that I have 8 cores and 16 threads, does anyone know why this is?

Specifications (If wanted):
ASUS B350-F Strix ROG
Ryzen 5 1600
16GB Corsair Vengeance DDR4 3000MHz
MSI DUKE 1080Ti
120GB SATAIII SSD
2TB WD Black HDD

The BIOS states the voltage is just over 4 volts, I think that sounds reasonable, I just didn't think the CPU would be stable at this clock speed.
Is this a typo? Are you saying Vcore is listed as being ~4V? If so, no that's not even remotely reasonable.

I have never heard of anyone getting to 4.5 GHz with any Ryzen CPU. What sort of stability testing have you done?

I'm not sure what a "Bugged" CPU is, but I did read that some 1600s were just binned with fully working cores. I'm not sure whether that's what's happening or not.

Turns out something was happening that I only found out when opening CPU-Z.

Task manager was say my clock speed was 4.5GHz, but CPU-Z was reporting 1.5GHz. I think this means that as soon as I tried to go past what my chip could do, it automatically clocked it to the minimum clock speed.

This is my first time overclocking, so mistakes are obviously being made.

Yep, it seems that something is auto underclocking when I go over the limit, 3.9 multiplier put the clock at 1500MHz, but 3.8 multiplier has the clock at 3.8GHz, I guess the motherboard is preventing me from going further? I'm still happy with 3.8GHz though.

But it seems I still have 8 cores/16 threads, which means I've lucked out there.

Yeah it is strange. But seeing as I'm new to OCing I'm not sure what would be going on. But still 3.8GHz is fine by me, and the fact that I got 2C/4T extra for free is amazing.

I've had the same thing showing up on my Task Messenger. It shows my Ryzen 5 1600 having 8 cores. I guess i lucked out too :D . Didn't even know this was even possible.
