I was considering an i7 7820 for my next build. I was told by someone that the CPU would throttle back if I used the standard OEM air cooling. Is there an air solution that would prevent throttling? I am not a fan of liquid cooling. I have this fear of a leak that turns my rig into a fish tank :O

Water cooling can be scary but it is fine if you do everything properly which i get if you can't. So I would suggest a Noctua NH-D15 or D15S.
