Only one RAM slot is usable

My motherboard will only pick up one RAM slot, I have two sticks of 8GB memory, yesterday they worked (Except Windows would say only 7.96GB is usable.)

It's something wrong with the slots, as SLot 1 works fine with either stick installed, but if RAM is present in any other slot the PC fails to boot, won't go to post, monitor won't even detect the PC.

Tested Frequency PC3-15000 (1866MHz)
Tested Timings 10-11-10-30

Base Frequency PC3-12800 (1600MHz)
Base Timings 9-9-9-24

You don't have memory paarmeters set in BIOS as you show it running at Base Frequency and Timings.

Test each module with MemTest86, if any errors replace the kit under warranty.

in use + standby + free = 16GB. windows 10 likes to report the 'free' portion only because brill grates thinks everyone is too stupid to add up.
you can expand this 'free' memory by increasing the pagefile instead of letting winndows manage the size. you could have 200GB free if you wanted.

Either I'm missing something or that doesn't answer my question at all.

If I use any other RAM slot my PC simply won't boot, won't even go into post, so increasing the pagefile won't do anything since my PC will only let me use one RAM slot.

It's a set of sticks 2x8GB, so they're designed to work together.

The RAM stick reads PV316G186C0K
PD000285

Not sure if that information is of any use.
