How to Completely Stop CPU Downclocking?

Hello!

I recently updated to the Fall Creator Update and decided to reset my bios and redo all my overclocks...

I have a i7 6700k with a Gigabyte Z170X Gaming 3 Mobo and 16gb ddr4 3200mhz

I use the BIOS option to set it to 4.5ghz (automatic OC, didnt touch anything manually) and the XMP profile to get the memory to 3200mhz

Everything its great but i noticed that my core clock downclocks to 800mhz all the time, while playing, while alt tabbing, and i notice an "stutter" that i didnt had before doing all the updating and redoing..

I have tried Setting the Power Options to High Performance, CPU Min/Max processor state at 100% and tried ThrottleStop to disabled Turbo and SpeedStep and still the CPU Downclocks all the clocks or one at the time...

Can i set it to stay at 4.5ghz all the time? any ideas i could have missed?

Unless you are having serious problems caused by your CPU going to idle clockspeeds, I would leave it.
The 800Mhz is an idle speed and using normal voltage control, it means the processor runs really cool when idle, saving you power and noise.

However, there are a couple of things to note if you want 4.5GHz all the time:
1) 4.5GHz is a turbo boost and is boosting above base clockspeeds. I believe the base frequency is around 4.2Ghz.
2) If you do want a steady clockspeed, disable all C-states and disable the turboboost feature. That should keep the processor at the highest base frequency.

Chances are I suspect the update is to blame and you could try to revert back (but I am not sure how easy that is to do).

The 6700K base clock its 4.0ghz and 4.2ghz turbo, i have an 4.5ghz OC, so it runs at 4.5ghz "all the time"

what i dont understand about this downclock to 800mhz its that i does it even while gaming, for example i notice it when i alt+tab while gaming, for that split second it downclocks, which is weird :/

but yeah, ive noticed a few "weird" things since this last windows update, but at the same time the update states that it affects CPU Usage, but didnt read anything mentioning cpu downclocks
