Help with New PC (voltage/ram problem)

After I had successfully installed windows, I went back into the bios trying to fix the settings for for Ryzen 1700 Build with the X370 Taichi motherboard, and I raised the settings from a 1.8something to a 2.0 voltage, along with making the ram be recognized manually as 3200 rather than the 2133 origionally. Now, the computer starts up, but won't connect to the motherboard, or get to the bios. I turned off the computer immediately afraid I might burn out the CPU or something.. help..? : (

 
Solution
Do clear CMOS without battery. See if it works.

If not re-seat memory and VGA when system off and unplugged, remove all SATA, USB, PCI and then clear CMOS and try see if it boots.

What code does the bedugger show?

Clear CMOS according to motherboard manual and see if it boots up.

Unplug PSU from outlet, take CMOS battery out, press and hold power button down (if inside a case for about 10-15 seconds) and witha metal object (tip of a screwdriver) short pins 2 and 3 on header above the debugger seven segments where it reads CLRMOS1.

I'm seeing 0d, A2, C0,
On THAT note, I just noticed that after a longer period of time, the fans on the GPU stop spinning, making it look like it's off..
also, I did just that, and nothing new happened.

In addition, there is a slight crinkling sound, almost like electricity I want to say, emiting that wasn't there before that I forgot to mention above, if that makes any difference!

Real quick question, do I clear the cmos with the psu plugged in, and power available, but not actullly turned on? I've been trying it both ways so far.
Also, do you think anything could have burnt out from what I thought was a little extra voltage?

Yes you clear CMOS with PSU off and unplugged from outlet.

It's hard to pinpoint if something is burnt or damaged when there's no physical access to the component.

Just asking, when you say unplugged hdd gpu and USB3 cord you mean from motherboard? Did you take VGA out of the slot? I said re-seat VGA as you're using Ryzen CPU which has no built-in integrated graphics. If you unplugged VGA or took it out you should not have had anything on the monitor.

Try with CPU, VGA and only one stick of RAM. Then test with other RAM.

Well the Ryzen doesn't have integrated graphics and neither does the motherboard, so... yes you will need the GPU if you want to see a display.
