daisy chain network for Internet as well as non-internet

how many routers i can connect using daisy chain ? Also if I will give fixed IP for each laptop, can I run offline network services(using fixed internal IP) and also run Internet services

This sounds like a bigger technical problem than can probably be designed (and it does need to be DESIGNED) in a forum. You should hire a network engineer that can do a site survey and make recommendations or create a design.

I would like to provide internet and non internet services(File Sharing) via daisy chain wifi router with minimum cabling...Please advise how do i achieve this.

Why are you having to daisy chain? Is there a limited number of cables between some locations?
But, adding WIFI access point(s) to the switch infrastructure is the safest way. Again, unmanaged switches will generally "just work". A separate WIFI access point connected to the switch ensures that WIFI config problems don't mess up the wired network.
Daisy-chained switches can run into bandwidth limitations (as discussed in the article I linked). A tree structure is a better implementation where each leaf switch has a link back to a core switch and router. It allows all hosts the most uniform access to all other nodes. It may require more cabling.

Building is already ready and don't have conduits to run large cable to setup a network where each access point(LAN point can be terminated into server room and run the internet and non-internet services. can't do large cabling.

i thought to make a wireless network with fixed IP and internet thru proxy server. this will help user to use both file server applications as well as use internet services too.
