Ryzen 5 1600 underperforming and RAM reporting higher latency than what was purchased

I recently upgraded to a Ryzen 5 1600, ASRock X370 Taichi, and 2x8GB Trident Z RGB 14-14-14-34 @3200 MHz. It's currently running at 2133 in dual channel (I haven't enabled XMP yet), but why is the latency higher (CL15)? Is it simply an incorrectly labeled package or is this normal?

Additionally, my R5 1600 is performing much lower than it should; could the RAM speeds being so low cause this? UserBenchmark keeps scoring me with a bottom 12-28%, and that's unsettling given the money that was just spent. The benchmark still says I'm hitting 3.2-3.4 GHz without an overclock.

If anyone can give some input, that would be very much appreciated. :)

P.S. I haven't done any BIOS updates yet. This is why I haven't yet enabled XMP and it might be the reason why it isn't performing as it should; tell me if this sounds right.
