Weirdest computer problem I've ever faced...

Long story short, my pc doesn't get to BIOS anymore. I have no screen visuals, my computer restarts in a loop over and over. I replaced my motherboard, GPU, CPU with the same models, and swapped powersupplies (one is an 850watt PSU by Corsair, the other is a 400 watt working PSU unsure of who made it. I actually tried using my 850 watt PSU in another PC and it was fine, as well as my GPU. I checked the voltages, got a solid 12v on both PSU's. I tried removing everything but the bare essentials, PSU, CPU + waterblock, and RAM.

Nothing stops my PC from restarting over and over. The only thing I got to work (once) was to remove my CR2032 Li battery from the motherboard for about 20 minutes and it didn't crash and loop but at the same time I thought my pc was fixed and I turned it off, and of course after that it is just back to being loopy again.

I'm buying new CR2032's today, and I'll let you guys know what that does. If I remove my battery and move my cmos jumper to the Configure position and remove all of my ram, my PC stays on for much longer and I get three 3 loud beeps and the front panel power lights of my case flash 3 times as well. This lets me know that I have no RAM installed. This is oddly the closest I've got to actually getting my computer back on after my failed attempts to clear the CMOS and reset the battery. I'm out of ideas, idk if it is some kind of electronic glitch that carried over from my other MOBO or what but it seems mighty strange that the same problems would persist. The main goal for me right now is to just get into my BIOS. The only thing that comes to mind at this point is there maybe being a short somewhere. I've tried everything, and my brain hurts now. Also, I don't get any beeps with my memory plugged in, just a computer begging me to throw it away.

with
i7-2600k (Waterblock installed) + (Getting CPU HOT red light on my mobo, yet I've got thermal paste on both the waterblock connector and the CPU to be sure)
16GB DDR3 1333 Memory ( I think 1333)
I've tried a range of my cards (MSI GAMING EDITION GTX 1060 6gb, GTX 760 4gb, GTX 480 2GB, Sapphire 6950) no results

I can remove the motherboard entirely from the case and see how that goes. There are some spots on the motherboard that come really close to touching my case. Btw, if the PSU gets 12 volts and then goes down to 0 after a second or two when the PC starts, is that a grounding issue? Also, I bought a new CR2032 battery for the CMOS and it didn't fix anything so err :(
