Video card question

Xfx Radeon 7970 dd 3gig. moving card too another pc. Took out of one pc, while cleaning it I noticed one fan turns easily and the second turns more harder. Is that normal operation? Or is the harder turning fan bad?
 
Solution
It could be that there is dust and debris within the motor housing of the fan that is offering resistance. It's not abnormal for rotating the fan blades since you will need to perform that gesture when cleaning the blades and it's internals. So long as the fans spin there should be nothing to worry about.

Solution
Check the fan when it's operational and see if they're spinning when they should be. If not then you may just have a dead fan. Fan motors/bearings/bushing have a life span. MSI fans are notorious for it. Teardown and fan replacement shouldn't be too hard (Youtube is your friend) and you can get replacement fans on ebay for like $8-16. Just make sure to also have some good thermal compound on hand if you have to remove the heatsink (likely you will).
