High spec PC running games at low fps

My PC seems to be having issues.
I have a pretty high spec PC now but I cant seem to run any games at a decent fps as in i can barley run any games without fps dropping to like 10 and it shouldn't be doing that because of my specs
I have just recently had an upgrade for my PC I had a Ge Force GT X 1070 and have changed out my motherboard CPU and ram.

My specs are:
I7 7700k 4.20 GHz
16GB DDR4 2400MHz
msi H270 Gaming pro carbon
msi Ge Force GT X 1070 Gaming X 8GB
Sandisk SDSSDA240G boot drive
2 WD Blue 1TB HDD
Aero cool VP-650 psu
And I'm running Windows 10 Home
And if it matters my monitor is an lg 23EN43

The issue started before I upgraded the components, the main reason for the upgrade was a huge RAM leakage so I decided it was time to upgrade and it did fix the RAM leak(of course it did) but the huge fps drops continued.
For example I cant run Destiny 2 at anything above 25 fps and it constantly drops to 10 and I've tried changing all settings to the lowest they can go and event tried the windowed thing people are doing but nothing, I've also tried other games but the same issue occurs.
I've tried reinstalling the game, preforming a clean install of windows, updating all my drivers, consolidating drives, running virus scans and reinstalling my graphics drivers but nothing is working

It is literally driving me crazy can someone please help.
 
Give that a go and see if it operates as it should.

Couple other things:
- are you sure you plugged the monitor into the gpu and not the igpu spot on the mobo (that happens)
- have you checked your temperatures at idle and load? If the cpu or gpu has fan problems they’ll throttle

Thanks for your help and sorry for the late reply, so it turns out my cpu cooler was busted and absolutely not doing anything so it was running pretty hot so i got a new heat sink and fan and everything is running well.
