MSI 990FXA-GD80 and AMD 8350 - No Post

The other day my computer just shut off in the middle of using it. I turned it back on and there was no post, no codes, no beeps, and the video card fans would not turn on.

I tried a few things

Plugged in a different working power supply - no change
Put in 2 different working video cards - no change, but their fans did come on
Tried a couple different processors - 6350 bought "new" from Frys (it looked used and the cooler had no thermal paste) and an old amd 955 - 6350 gave the same result but the computer will post/boot with the 955.
Tried a brand new 8350 - same no post/codes/beeps problem.
Reset bios/removed CMOS battery, repeatedly, at various times throughout.

With the 8350's and 6350 there are no POST codes, but with the 955 it goes through a few and ends up with FF.

Does it sound like the issue is the motherboard? I know at this point I am just better off giving it up and building a new pc, but I can't do that at the moment.

Other specs
Video = MSI Radeon RX 480 8G
Ram = 16 gigs Corsair Dominator
Drives = 480g ssd, 2 1TB drives, bluray drive
PSU = Thermaltake 750 watt
cooling = h100i
