Computer Powers On Then Immediately Powers Off Before Beep Codes

Swapped cases from a DIY-PC orange case to the Corsair Air 240 and swapped CPU cooler from 212 evo to the Noctua NH-L12. Computer will turn on for a brief period but will quickly turn off before the beep codes.

I've had this computer working in the old case and with the old CPU cooler since July 2016. I recently decided to switch cases for a visual update, but with that the 212 evo doesn't fit so I needed a new CPU cooler and decided to spend a little extra money on a nice one, hence the Noctua.

Last night I swapped everything from the old case to the new case and also swapped CPU coolers. The entire computer worked completely fine right before I moved the components over (I check right before I removed everything just to be sure). One thing I did do was accidentally put a small amount of pressure on a corner of the heatsink over the motherboard chipset. The chipset appears to be visually free of any cracks or damage, but the heatsink is no longer stuck to the chipset (it's still held in by the pins with the springs on them, it can just wobble back and forth now).

Power Supply: Corsair RMx 550W 80+ Gold

My old CPU cooler and Case are:
Cooler Naster Hyper 212 EVO
DIY-PC DIY-F2-O

I also have some accessory stuff:
Sound Card: Asus Xonar DG 24-bit 96KHz
Wifi Adapter: Gigabyte GC-WB867D-I PCIEx1
Lots of case fans (can see on my pcpartpicker link)

Monitors: (Probably won't help but I figured why not list them)
Asus 24" 1080p HDMI (not sure the model #) <--- Run through my GPU
Asus 20" 720p VGA (old monitor) <--- Run through integrated graphics (CPU)

Stuff I've done to try and troubleshoot:
1. Unplug all of the case fans to check if they were shorting, still didn't work
2. Unplug wifi adapter and sounds card, still didn't work
3. Unplug the front panel USB & Mic/Headphone jacks, still didn't work
4. Reseated the RAM, still didn't work (which makes sense since it worked before and I never removed the RAM when switching cases)
5. Tried running while pressing with a delicate amount of pressure on the motherboard chipset heatsink I talked about before, still didn't work

Another thing to note (that may or may not be related) is that before when I initially powered up my system in the old configuration the LED on my mouse would light up orange (RGB I set to orange), and now it lights up white.

I apologize if there is way more information here than needed, but I wanted to be thorough since I genuinely have no idea what the issue is and would like some much needed help.

Edit: Forgot to mention that the PC will power on for a few seconds then right off in a loop indefinitely until I turn off the PSU
 
Solution
Did you try breadboarding the system and seen if it powers up? If it does power up then you're suffering from a grounding issue within the new case and the cooler. Perhaps see if the backplate is making contact with the motherboard tray on the Air 240 chassis.

How old is the PSU?

The power supply was bought in July 2016 along with the rest of the parts when I first built the PC.

I can try taking a look at grounding issues later on when I get home.

I did not try a complete breadboard of the system, the most basic I got it down to was: mobo in case with CPU and cooler, all pci slots empty, 2 sticks of RAM, all case fans unplugged, both hard drives plugged in, only the front panel power switch plugged in (leds/audio/reset switch unplugged), PSU plugged into the CPU connector and mobo connector as well as powering my sata devices. I also had the on board speaker plugged in for beep codes, but the startup routine never reaches that point.

I breadborded the setup like you recommended and everything worked, I then slowly put it back together piece by piece and so far everything seems to be working correctly. I am writing this from the PC itself. All temperatures and powers look normal. I have no idea what the problem was, but reconnecting everything and installing it all back into the case fixed it.
