I am on a budget and I can choose either i5 7600 with GTX 1060 or i7 7700 with GTX 1050 .

I will be using my pc mostly for Working in Adobe After Effects for Video Rendering.

Check this comparison among different CPUs:

Adding coffee lake:

rendering is still more CPU intensive and 7700 should be the correct choice. However, 8700k can be considered if you will use 4D rendering. For 3D, 7700k is slightly worse. 8700k is ~$400 and new Z370 MB is ~$100+, just an FYI. 1050 ti has 4gb, do not get 1050 2gb version.
