PC turning on and off in a loop

So pretty much my friend's PC (I'm trying to help them remotely) had been collecting dust for about a year now, because of a technical issue they've had (the PC would crash upon entering/playing games). A few days ago I figured I'd try and help him, and confirmed the issue was with the GPU (without actually turning on the PC; I helped them remove and connect the GPU from the problematic PC to a functioning PC).
Yesterday he bought a new GPU, so he turned on the PC for the first time (as I previously mentioned, it's probably been a little over a year now since the PC was last turned on), and this loop occurred.
Note that he tried turning it on even without the GPU, so it isn't related. In fact, he also tried turning it on without any hardware plugged in, to no avail. He even tried removing the RAM sticks.
My next suggestion was a CMOS clear; but he can't locate the jumper on his GA-H87M-HD3 mobo. After a few minutes of trying to locate it with no success, I suggested he simply remove the battery and wait for a while, but I simultaneously looked it up online (Googled it), and some people had suggested that removing the battery for a few minutes would have no effect, and that if you resort to removing the battery, you'd have to leave it out for hours. Upon reading it I told him to let the battery sit aside, and made this post.
How do you guys think we should proceed here? I'm not even sure clearing CMOS will help, but I figured it's worth a try. I'm just worried that the issue is with the PSU, but then again - why so randomly?
Any input & suggestions will be greatly appreciated!

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. list them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

It's possible that due to a bad PSU it took out the GPU when it failed to deliver the necessary power to it and the entire system which would explain why the system would shut down upon a load exertion.
