Looking to build an up to 1500USD Gaming system (incl. monitor), buying in early 2018

Approximate Purchase Date: The monitor before the end of the year. PC in Q1 or Q2 of 2018. Whenever it makes the most sense given GPU/CPU prices, availability and whether something new is right around the corner.

Budget Range: 1500USD/9000RMB maximum including monitor. Naturally, would prefer slightly lower if it would be sufficient for my needs, but for the sake of future-proofing going right to the budget is also acceptable if the difference is significant enough.

System Usage from Most to Least Important: Gaming, web browsing, movies. Will not be doing any streaming/recording/rendering/editing whatsover.

Are you buying a monitor: Yes.

Do you need to buy OS: No

Location: Beijing. China

Parts Preferences: I would like at least a speedy 128/256GB SSD + 7200 RPM 1TB HDD for storage.

For other parts it depends entirely on cost efficiency (given that I'm in China prices are a bit different).

If something would make sense as a future upgrade, please do mention.

Overclocking: Maybe.

SLI or Crossfire: I don't think it makes sense given my budget, but maybe as an upgrade path in the future.

Your Monitor Resolution: looking for either 1440p or 1080p. Also aiming for 144Hz with whichever of the "sync" technologies makes the most sense. Not very familiar with them unfortunately. Given my aim for 144Hz and my budget, I think 1080p is the only viable option.

Additional Comments: Games I am interested in playing at max/nearly max settings at 60FPS or more:

Dark Souls III, Black Desert Online, Guild Wars 2, Dragon Age: Inquisition, World of Warcraft (outside of raids) for at least 2-3 expansions to come,as well as as much future-proofing as possible for upcoming RPG/ARPG/MMORPG titles.

I also play League of Legends, Diablo 3 and other not very demanding titles, if it needs mentioning.

And Most Importantly, Why Are You Upgrading: currently using a Lenovo laptop (i7-3630QM@2.40GHz, 2xGeForce GT 650M in SLI, 8GB RAM at 1920x1080 display) which has served me for more than 4 and a half years, but it has been struggling to maintain playable framerates even at lower settings with some of the more demanding titles above.

I pointed to some specific preferences above, but if any of them make no sense or would constrain the rest of the build too much given the budget, I am willing to compromise and listen to advice and recommendations.

Bonus question: would it be better to go for 1080p@144Hz or 1440p@60Hz given the titles I intend to play and my budget? I apologize for my ignorance and am extremely grateful for any advice.
 
Right now, GPUs are out of prices unless you are getting into the enthusiast market segment. I would wait honestly unless you need your computer right now.

For 1440p or 1080p with a 1060 GTX or an RX 580, Rysen makes a lot of sense. If you plan for 144Hz 1080p, then Intel would be better.

The only space where Rysen is not an option is 1080p with a 1070 GTX or stronger. In that case, Intel is the way to go.

If you can grab a core i5 coffee lake, then you are lucky and jump on it, if not, consider AMD, their prices are really interesting and it is available.

I think it's pointless to start planning this far out. Things change on an almost daily basis anymore and when you're actually ready to hit the "buy" button, the hardware you want now, could not be available, or it could be replaced with a newer item. There's things you can buy now like case, PSU, monitor, and OS license. But as far as actually purchasing the components needed to build a PC you're better off waiting until you're actually ready to buy.

I am grateful for the replies. I was not aware things change this quickly. I will post again when I'm ready to buy. In the meantime could I receive a monitor recommendation according to the rest of my original post? Since I will try to buy that before the end of November I hope it is not too early to ask for that.
